Your Role The Clinical Quality team oversees quality and member experience operations and strategy. The Senior Manager will report to the Director of Quality Improvement. In this role you will design strategy to achieve Quality Transformation targets for the Covered California population, execute a complex portfolio of member engagement operations and oversee a team with accountability for HEDIS and CAHPS performance outcomes. In a results-driven environment or rapid change, Senior Managers are expected to drive system-wide improvements that impact member care, expand access to care, simplify processes and lower costs. The Senior Manager is expected to partner effectively with internal and external teams, including care teams and physicians, to define specific goals and action plans within a highly regulated context. Your Work In this role, you will:

  • Partner with business drivers to execute on sub portfolio delivery including schedule, scope, resource management, financials, benefit tracking, knowledge of emerging technologies and issue/risk management to ensure successful completion of all projects and programs in support of the business strategies -
  • Partner with managers to manage intake, Rough Order of Magnitude (ROM) estimation and demand/ capacity to ensure projects within the program meet cost, resource, environment, schedule, and other constraints within their domain
  • Provide oversight and direction of all the projects and releases within the sub portfolio (schedule, issues/risks, budget, resources, and PPM/PWA adherence) -
  • Oversee and manage senior project managers, project managers and analysts in support of the delivery of the sub portfolio -
  • Be accountable for ensuring overall program and project delivery, schedule and budget attainment, and effective management of leadership expectations in achieving overall desired outcomes, results, and deliverables -
  • In collaboration with the Director and Senior Director of Clinical Quality, staff members, as well as internal and external teams, the Senior Manager creates an all-encompassing, data driven improvement strategy for Blue Shield's Covered California membership. This includes comprehensive analysis of HEDIS, CAHPS, pharmacy and other applicable measures. -
  • Manages and trains to regulatory expectations, including but not limited to identifying and recommending corrective action on clinical and service quality corrections to enhance compliance.
  • Plans, executes and evaluates complex programs, as well as year-round member outreach and improvement initiatives using quality Improvement methodologies, tools and approaches. -
  • Be accountable for oversight and governance of cross-functional quality programs.
  • Performs other duties as assigned by management Your Knowledge and Experience
    • Requires a bachelor's degree or equivalent experience
    • Requires at least 10 years of prior relevant experience, including 4 years of management experience
    • Knowledge of HEDIS, CAHPS and quality accrediting and regulatory requirements
    • Demonstrated success with a budget of over $2 Million executing programs with individual targeted results and outcomes
    • Demonstrated experience recruiting, developing and managing highly-skilled, adaptive teams.
    • Strong computer skills; demonstrated mastery of all MS Office products (including Outlook, Excel, PowerPoint, Word, Internet Explorer) Our Values

        • Physical Requirements: Office Environment - roles involving part to full time schedule in Office Environment. Due to the current public health emergency in California, Blue Shield employees are almost all working remotely.
