Summary:The Associate Chief Medical Officer - Specialty Services
will be accountable to the Chief Medical Officer of SYHC through a
direct reporting relationship. They will actively partner with
senior clinical leadership, and all healthcare providers and
employees of SYHC. The ACMO - Specialty Services develops a
collaborative partnership with the Director of Specialty Services
Operations and provides joint leadership and oversight to the
various management teams within the specialty services lines.
Provides training in support of organizational efforts to design
and implement care programs throughout appropriate sites and
service lines.The Associate Chief Medical Officer - Specialty
Services will divide their time between administrative tasks and
direct patient care with the allocation as responsibilities
dictate. An academic background is not required. ACMO - Specialty
Services shall also have experience in working with a diverse
population of patients and understand the cultural sensitivities
and medical conditions associated with the cultural
communities.Principal Areas of Responsibility:The Associate Chief
Medical Officer - Specialty Services is responsible for all
administrative-medical affairs associated with SYHC's extensive
network of specialty services. The principal areas of
responsibility include:
- Creates a positive partnership with the Director of Specialty
Services Operations to effectively create, implement, and champion
approved strategies within their respective service lines.
- Provides clinical leadership and input/opinion on all
operational functions for the specialty services department.
- Quality Management Program - supports CMO by providing
oversight in executing SYHC's board-approved Quality Management
Program.
- Medical Staff Relations-supports CMO by developing and
maintaining positive working relations and communications with
health center's specialty services medical staff.
- Patient Safety Program - provides oversight in maintaining a
safe environment for patients and staff.
- Patient Experience Initiatives - provides oversight in
supporting health center initiatives that focus on improving
patient satisfaction experiences.Essential Areas of Responsibility:
- Supports CMO by improving the effectiveness and performance of
specialty clinicians.
- Evaluates referrals to external specialty care to determine the
internal need for new service lines.
- Provides support to initiate new scope changes related to new
specialty service lines.
- Provides direct supervision of Clinic Medical Directors within
the Specialty Services areas and improves the effectiveness and
performance of this leadership team.
- Collaborates with the Director of Specialty Services Operations
and Finance team to develop annual budgets, including staffing,
equipment, and productivity projections. Monitors ongoing clinical
operations and explores strategies for improving cost-effective
operations.
- Provides direct clinical leadership and vision for all
Specialty Services department grant program applications and
implementations. May delegate clinical oversight of a particular
grant to a different clinical leader.
- Works effectively with the Director of Specialty Services
Operations and other key leaders to ensure each of the service
lines achieve SYHealth's annual budgetary goals, customer service
and patient experience goals.
- Works effectively with the clinical ACMOs and Directors of
primary care services to improve patient flow and team integration
across service areas.
- Supports CMO by developing/contributing to continuing education
program for Medical Staff.
- Supports CMO by taking leadership role in educating specialty
medical staff to contemporary service delivery care models such as
Patient Centered Medical Home Delivery
- Supports CMO by building specialty medical staff support and
participation in health center's quality management and peer review
program.
- Takes supporting role in optimizing SYHC's EHR Program.
- Supports CMO in educating and preparing specialty medical staff
for government's accelerating transition away from fee-for-service
reimbursement to managed care delivery systems and capitated
reimbursement practices.
- Contributes to the annual completion of the FTCA
Recertification process for all specialty clinicians.
- Supports CMO by overseeing risk management issues and patient
complaints in compliance with health center policies.
- Supports CMO by providing leadership (to Specialty Medical
Staff) in transitioning organization to high-performing managed
care service delivery system.Essential Functions of the Job:
- In collaboration with CMO, participates in the development of
SYHC's financial plan (budget).
- Supports the CMO in the development of the clinical activities
budget, including staffing and equipment needs projections.
- In collaboration with CMO and Director of Specialty Services
Operations, monitors clinical operations and explore strategies for
improving cost-effective services.
- Coordinates the recruitment of specialty physicians and
APPs.
- Performs evaluations of physicians and medical staff annually.
Prepare and recommend qualification statements for credentialing,
job descriptions, and evaluation standards for all medical
personnel.
- Supports CMO in establishing and implementing a system of peer
review, pursuant to written procedure.
- Establishes, reviews and maintains medical policies and
standards, which shall be reviewed annually.Additional Duties and
Responsibilities:
- Resolves conflicts among the professional personnel.
- Advises on medical information system needs: develops,
recommends and conducts special studies of operations.
- Assures the quality of medical specialty services provided to
all patients treated by the clinic.
- Arranges and conducts regular meetings of specialty medical
providers and clinical staff.
- Maintains established departmental policies and procedures,
objectives for quality assurance program, safety, environmental and
infection control standards. And presents them to all
clinicians.
- Establishes and coordinates continuing and professional
education activities, including in-service training and orientation
of clinical staff.
- Participates in development and review of health risk
management protocols, medical risk, utilization, and resource
management programs used by the clinic.
- Reviews credentials and delineating clinical privileges for the
specialty clinicians.
- If needed, represents the specialty medical staff and clinical
services at meeting of Board of Directors.
- Provides day-to-day clinical supervision of clinician staff.
Supervises development, implementation and operations of SYHC's
Quality Improvement Program as it relates to specialty patient
care.
- Presents reports on health and quality assurance matters to the
CMO.
- Attends meetings as required and participates in committees as
directed.
- Performs other related duties as assigned or requested by
CMO.Attributes:The right Associate Chief Medical Officer -

- Strong practice experience, to include experience in specialty
care medicine in a CHC environment.
- Strong managed care experience
- Demonstrated experience as an effective teacher and mentor with
the ability to motivate physicians to adopt new evidence-based
practice standards and systems of care.
- Strong leadership and communications skills.
- Effective in introducing / championing new / strategic
service.Job Requirements
Experience Required:
- 10 years of professional experience in specialty care.Minimum
Supervisory Experience:
- 10 years of administrative and patient care
management.Education Required:
- M.D. or D.O.Certifications Required:
- MD or DO California license.
- Board Certification in area of specialty.
- DEA registration.Verbal and Written Skills Required to Perform
the Job:
- Excellent oral and written communication.Technical Knowledge
and Skills Required to Perform the Job:
- Ability to assess the demographics, disease patterns and health
behavior of the community, and translate data into program
plans.
- Knowledge of clinical management practices and budget
development process.
- Analytical, presentation and negotiation skills.Working
Conditions and Physical Requirements:
- Driving within the county.
- Some travelling is required.
- Evening hours for meetings.Universal
